Obviously not because the deal has been finalised. Apparently he is too young to have played over 75% of the recent competitive matches.

There is certainly not one rule for one club and another rule for everyone else.

We were unable to sign Sakiri at the time - not because he had not played enough games for his country in the preceding two years (he had) - but because Macedonia were then ranked outside of the top 70 footballing nations.
