I saw an interview with Mark Palios (from some crappy non-league ground ) where he said that most of the delegates are 'unsophisticated' and for them ethical governance is an alien concept. Blotter won't be shamed into anything. He knows that everyone else knows what is going on, but also knows that the people who vote for him don't care. As non-league chief exec Palios put it though, if they see their peers being bundled into police cars they might change their tune a bit. All the moral outrage in the world will make no difference.

Just finished the book "Up Pohnpei" with Comedian Mark Watson's brother helping a small island in Asia to get on the road to FIFA membership. People always talk about football associations in Africa/Asia keeping Blatter in a job but the book demonstrates it well: a country with no/little money can't fund a football team. FIFA membership is the bucket at the end of the rainbow filled with cash. Apparently, one of the main things you need to be a part of FIFA is a hierarchy and committees. If Blatter says to those small associations "I personally guarantee you funding but no-one else would" you can understand him getting in every time. The money isn't just used for football in the countries, it's obviously to pay for the committees, chairmen, presidents, etc too, and those are the people who vote.
Hopefully something changes but that Blatter is a bit slippery!

Previously it's been rumours, news paper articles etc.
Guilty pleas, arrests, charges and investigations is a much bigger step up.
The FBI have said this is just the start.

You know you are on very dodgy ground when one of the few people backing Blatter is Putin.
Blatter is very popular in Africa and considering they have more seats than any other confederation, it is no wonder he is still clinging to power. I can't help thinking of Russia and Africa without the word corruption jumping into my head.
