That is almost a replica of a real incident when police found a head in a wheelie bin in Oldham...and were quoted as treating the death as suspicious. Indeed, I thought it was a pretty bob on parody of that weird police language that sees men called 'males' buildings called 'addresses' and chopped off heads treated, until confirmation of foul play is received, as 'suspicious'. In case he tripped cut off his head on the serrated edge of the bin and had his body eaten by badgers.

This arising from the fact that there are only two initial Police classifications of incidents resulting in death... Suspicious and non suspicious... Which dictate the response and the type of investigation... So the phrase "police are treating the death as suspicious" relates to the response and the type of investigation rather than the circumstances..
It's an old fashioned phrase but reflects the fact that where death is concerned it is for the coroner to declare how someone met there end.
Plod just decide many bobbies and how much blue and white tape and paper suits they'll need.
Still reads funny.. And plays into the thick copper stereotype. Just doesn't actually mean what you might first think...
