Just looked at it(from Bolton) and its quicker via Paddington, despite the fact you change 6 times then it is to go via Euston changing only 3 times. Not sure what bus service your on about though? The works are between Euston and Watford. Simples ... if your train is a limited-stopper then don't go into Euston.
Get off at Milton Keynes then catch the stopper to Euston getting off at Watford.

Picc to Euston then London Overground to Watford High St. DKWTF going via Paddington will do except add 4 more stops for a bit less time.
