You need to find yourself a picture that is a ".gif" image file as opposed to a .jpg or .bmp or whatever. Then upload it as an avatar in the usual way.

Just do a quick google search for whatever you want e.g. "christmas gif" and you should find loads of sites with them on.
Here's an example of one:
