The article states:

Can you be given a criminal record in the UK without a court appearance? This "fixed penalty notice" seems at variance with the golden thread that runs through English common law.

I can't think of one single reason why I should be in the least concerned with what Joel Gobby thinks. Change the world types are just self-important attention seekers. I've just made a large mug of tea. I love the stuff. You don't like the stuff, don't drink it. Nobody's forcing you to.
