Apparantly today is 'national kissing day' Its also national twins week this week (both things close to my heart )

What i want to know is who gets to decide what and when a 'national .... day' is. Can anyone make them up? Could we have national 'stay in bed and don't go to work week'? 'national hug a gooner' day? 'national eat only chocolate and no veg' month?
