What would be an acceptable maximum number of people that they should accept negligence for hobes? Shall we say 10 in a flat? The towers were actually quite safe before they were reclad hoboh. They didn't need razing to the ground - that's precisely the argument put forward by the residents, that cosmetic considerations were put before practical safety issues.
