You missed the revolution. Bobo is now site manager, Hobo handles the bannings (well, executions) and Tango is in charge of the technical aspects of the site.

When one gets banned from a site are they able to view the forum but not post or are they entirely blocked from entering the site?

Anybody can view the forum. To post, you need to be a valid member. Abusers don't last long; about as long as it takes to click a "ban" button.
