A moderator can moderate a particular forum that they're assigned to. e.g. The moderator known as CrazyHorse can only tidy things up in The Trotters and General Banter forums.

An administrator can do just about anything, anytime, any place, anywhere.

EDIT: No, it took me a while to gather my thoughts this time.
