It is something along the lines of having less than 18 fit first team players, with 1 being able to play in each position on the pitch (in a traditional 442 system)

So if all our Centre backs were injured domed then we could apply for an emergency loan of a centre back.

Do not be silly Bayern reached the final of the Champions league last year and apart from Spains big 2, are the best team in the world without a doubt. they would beat any English team over 2 legs easy.
