Championship Transfer Embargo

Blackburn Rovers, Leeds United and Nottingham Forest have failed to meet Financial Fair Play rules for the division and will face a transfer embargo from 1 January, 2015 for the remainder of the season, the Football League has confirmed.
During the 2013-14 season, all three clubs exceeded a maximum permitted deviation of £8m.
That consists of a maximum adjusted operating loss of £3m plus a further maximum of £5m of shareholder investment.

Does that mean we and the others made it, or that those three were the only three missing it by enough to get a transfer ban? Thought the ban was discretionary.

Story I read had many clubs still being queried.
It is interesting though that we've not failed just by looking at page 1 of our submission, which is what it felt like could happen.
