Don't think its cheating but it's bordering on ineptitude at how inconsistent the refereeing seems. You'd almost hope there would be some guy in his ear able to tell him anything that he's doing that isn't fair. Oh wait.
Maybe he's affected by the home crowd or trying to balance the initial penalty decision?
