That's 'cos he was in the right age group when qualification started. Twas the 2009 tournament, for which qualifiers started on 31 May 2007, and which was open to players born on or after 1 Jan 1986 (thus including 21-year-olds); Milner was born on 4 Jan 1986 and was thus a week shy of being 23-and-a-half when England lost the final on 29 June 2009.

It's an amusing quirk, and Milner would enjoy it. As he once told FourFourTwo, "I like laughing. It's a laugh, isn't it?"

I suspect he was well within the age tolerance in 1989.

Makes sense for the U21's, with their qualifying period, otherwise you'd have no chance of a settled side. Are their qualifiers for the Olympics? I seem to recall there were in South America, one of their youth tournaments?
