We are linked out of the blue with loads of French players. And the club is saying no to all the previous ones. Entirely possible, though it's worth noting that M'Bengue and Sissako have different agents. I think we've confirmed enquiries about a couple, so it could just be a case of we're making a lot of calls.

What I could see is that we call up M'Bengue's agent and ask if he fancies playing in England. He says "Yeah, we could be up for that" and then immediately puts word out to see if the interest could drum up a better offer in somewhere that isn't the arse-end of nowhere like, as Google has informed me was the case with his last offer, Dinamo Zagreb. Maybe he'd like to play for a club that hasn't been fined for racist chanting recently and whose fans don't throw bananas at their own players.

Milic hasn't. Napoli dropped him at the end of last year.
Not sure on M'Bengue. I know he hasn't featured in any of SE's pre-season games and I think they were making him train with the reserves to try and drive him out. He's likely had basic work, but I'd guess he's nowhere near match fit.
Both have had fitness issues, so if there is genuine interest there I'd guess it'll be one of the issues to deal with.

Plus we get to keep them and they don't show up in a Wigan strip the year after.

We're not in a financial position to bring in two international defenders just because Taylor's deal is expiring next term. Besides, both are around 30 and they're hardly long term solutions.
Regarding contracts expiring and selling in January. Good and no. Their deals are expiring mostly because they've not earned new ones. If we sold everyone whose deal was expiring then we'd be screwed and the likelihood is they'd have no value anyway.
I could see us offering Beevers and Wheater new deals. Wheats would probably sign, but not sure about Beevers. He may have an option to trigger anyway. Hopefully Vela has an option. Does anyone know?

A lot of players look around the town and leave. If you've been living in Naples and then check out Bolton you can be forgiven for thinking "No, thanks." We're not going to offer players a pay rise to overcome their uncertainty anymore, which is how it used to work.

If half your squad refuse to sign new deals then you're not going to get rid. In all honesty, we probably don't want most of them to stay - but we do want them to see out the season. Other players have signed one year deals and if they prove their fitness will likely be happy to stay. Vela and Beevers are probably the only expiring deals where the player is in the driving seat. I have been to Naples, yes. It's like most Med cities. A shambles in a lot of areas, but with a main district you can really enjoy and then rich suburbs. If you have money, Naples offers easy living and beauty.
