I mean last year it was, they said as much and we failed to achieve it.
This year all the club have actually talked about is FFP, so I don't know.
And I can imagine a conversation of
PG "Dougie what do you need for a top 6 finish?"
DF "I need X,Y,Z new players signing and I think we can finish top 6"
PG "Well you can have X and Y but not Z because we're trying to prioritise cutting the year on year loss. So you'll have to muddle by with that".
I mean at the end of the day we aren't getting promoted. And I'd argue that has been the case since 6 or so games in. So if promotion was very high up on the target list, and Eddie/Phil believed we were capable of it and prioritised it, would they not have made a managerial change under those circumstances, as they did last year?
I don't know, just that I'm far from certain Eddie and Phil are expecting promotion. They could be, though if they still are I think they need a reality check.....

That is definitely one of the goals as Gartside has said so. As for signing players, I guess so although at the same time we still need to be able to put a team out on the field this season and next season.
