Happens quite a lot though. Clubs will pay high earners to get them off the wage bill and make up their incomes for the remainder of the contract. In effect they will pay say a third of his wages this year rather than in full. It may be that is their only two options!

City would be making up for the loss of earnings for the remainder of his deal. That's up to them. If he says that he will either stay at City and they pay up his contract or he comes here and they pay a third it's their choice. What money they use is irrelevant!
