In my opinion the buck stops with those at the very top.They select the managers and have the authority to prevent them signing shite.

For example someone should have stepped in and told Megson. "Danny Shittu is an experienced player who who is proven to be 2nd tier standard.We are a Premier League club, there is no way you are being allowed to pay £2 million for a 2nd tier standard player"
