Wouldn't disagree there. But we talk about duty of care seemingly for everyone except parents. The people whose responsibility it becomes when parents have trouble coping, but still continue to chrun out sprogs (and those who don't). I'm sure it wouldn't be a black and white distinction, my daughter who's nearly 18 got the biggest rollocking she's ever had for coming home pissed when she was 16. She got grounded for 6 months, let out for good behaviour after 3 (soft arsed bastard that I am). It seems to have cured it. So mea culpa - I'm not suggesting people get no chances. :-)
