Or one possibility. The other is bandwidth capping.
Throttling generally limits the total amount across network servers. Capping is generally used to limit individual connections.

Just to complicate my life further I tried three times to install Google Chrome. Each time got:
Instalation cannot be completed. Error 0x8004070c
What theat means I've absolutely no idea. Gave up.

Chrome is limited - but, as with many things - it's "horses for courses" - it really depends what it is you want to do with your browser. If you are just looking up internet forums and listening to the odd radio commentary - then Chrome is fast and efficient and absolutely up to the job. Tried them all. Never noticed a great difference if I'm honest. Firefox can run slowly just like IE.

I only recommended Chrome because my mum has an ancient machine with XP and low RAM that we handed down to her to get her started - and when she was still on dialup (she isn't now) - Chrome was the only browser that operated with anything even close to an acceptable page-load speed.
also - she didn't have any passwords and bookmarks to migrate - because it was all new to her...

if you have to use chrome , use the chromeplus variant http://www.chromeplus.org/" onclick="window.open(this.href);return false; or the similar independent re-versions.
probably spies on you less. you might have to manually redownload it every now and agen and re-install it over the top of the older versions when it "gets old" but its worth it not to have google updater anyware on your compy.

Well, I've downloaded Firefox and will see how things go. I'm beginning to think most problems lie with the pc itself as it's taking ages just to fire up. Can't be the broadband as the wife's notebook uses my signal and comes up in seconds. Don't reall need the expense of changing right now. Thanks all for the advice, much appreciated.

You may have a bunch of programs that automatically load on start up. Many of theses are unnecessary (like automatic update programs, adobe, weather etc etc). These can seriously slow down your computer when starting though nothing is actually wrong with the machine. You can remove these from starting up but don't remove any system files - it's pretty easy to identify stuff you don't need on start up. If you are not sure, don't remove it. You are not removing the programs themselves, simply stopping them from loading at start up.

There's lots of help online through google. It's not difficult and can make a huge difference to your start up speed, especially if you've never done it before.
