He wants Liverpool reserves to play in the Football League

I can see the thinking behind it, but I personally don't agree with it. For a start how would these sides 'just' fit into the league structure? Someone would be losing out if all of a sudden some/all Premiership sides decided they wanted to do this. If they want in to the league then they'll have to start from the bottom, which would be a pointless exercise as Liverpool/Chelsea/United/whoever reserves would sh*t all over any side in non-league footie comprehensively, however they cannot just be parachuted into the league unless you expand the size of the football league.
Just stick to loaning players out, and letting them cut their teeth at a lower level of competitive football, or decide to keep them in-house if you'd prefer that they got some proper training rather than at a lower league side rather than playing first team footie.
