Ahh with you. There was a Twitter thing the other day about which artist who's art was good but had the worst effect on humanity. Amongst the Nietzsches and Byrons my first answer was Dion f*cking Dublin. Terrible United team, but Homes Under the Hammer can feck off.
Obviously there a place for a rental market but I don't think that should be the domain of cash rich almost retirees looking for an investment. The number of shithole London houses I've lived in that are semi managed from afar by someone with a nest egg who wants to spend no money, and can, just to keep a nice 40k a year coming in.
Registration scheme for landlords, otherwise second homes taxed at 10% of the capital value pa.. That'd help in London at least. I do think supply generally is an issue though.

London is a problem. For many reasons. Fairly cramped so they can only go up, or further out into overheated and over priced burbs. Until they set policies that relocate a big chunk of well paid jobs out of London & SE, the problem will only get worse.

I had a dream about a green and pleasant land...
Having long been a supporter of Queen and country (that's the very immediate royal family, not the multitudinal relations) , London should be a tourist attraction only and not "the city" in terms of manufacture or production, industry economy and food and drink supply. The bank managers have long stopped living in our wardrobes (try to get to see one) and electronics rule the world which don't need Knightsbridge or Harley Street addresses to make phone and internet calls as most Rolls Royce and Bentleys' have Lincoln Lawyer interiors. Tax the top-enders heavily and let them feel the pinch for a change. Make phone-calls with more than three minutes waiting time chargeable to the recipients, especially doctors' surgeries' .
De-nationalise everything and turn all the land owned by The Duke of Fullers Earth and all the rest of the free-loaders and their ilk of ancient title-holders into industry and commerce centres with pleasant housing estates and parklands outside the metropolis . Gas, Electricity, railways, public transport and all the rest, take back to the pre-Beeching era and re-open all the corner shops, and post offices that don't need a bus ride to find them. We can't possibly compete in a nuclear war, so just how many submarines do we need to "protect" our shores?
Finally; elect a governing body without wigs, robes and fancy out-dated titles who are actually concerned in running the country in a fair and decent manner and laws that actually deter crime rather than cost a fortune to house and feed criminals (did we try chain gangs and hard labour?)...
