Confused now, I've just googleearthed it and Plodder Lane runs west to east which means you go up with the prevailing slope which is west to east.

Although I reckon down works too because driving through there can sometimes feel like you're descending into the jaws of hell....

I'm back. It is. So, using conventional convention, heading towards the Liverpool end of Plodder Lane will be going down Plodder Lane, do we all agree?

All a bit confusing due to the lie of the land. I live near the top of Bradford Road which dives all the way "down" quite steeply to Bolton...which is geographically North West of me so it's actually "up.".
