Something else I need explaining to me. Since when has there been a set of rules as to what people can wear when entering the sea off of the coast of France, and why?

What our newshounds told us was that women wearing the 'burkini' incited the local yahoos to violence against said wearers and their male friends. The ban was to prevent unruly behaviou rather than bombers. At Rio some emirates beach volleyball team wore them to some protests.
