Internationals compensation

FIFA could be changing international injury compensation rules.
I think this is quite a difficult choice. It is unfair for a club to lose a key player, especially smaller clubs, but you can't expect clubs to pay; How could Ghana afford an injury to Essien, or Cameroon one to Eto'o.
The pot seems a good idea, but maybe smaller countries shouldn't pay into it at all.
