Yes, I can state it with certainty. My knowledge comes from an old university pal who is a top forensic auditor who has worked for KPMG, Deloitte, Price Waterhouse Coopers, and Ernst Young before turning to independent consultancy. When he tells me stuff, and he knows I'm a Wanderers fan, I listen. The consultants who work both for Quantuma and Rubin's are drinking buddies of his in Sussex. FV don't have any fxcking cash; their entire business plan is built on foundations of sand, they have zero liquidity, no readies, and webs of complicated (and frankly verging on illegal) ways of funding commitments.
