Jesper Ceesay x #Bolton Wanderers: The first League One ESC transfer of the summer?

The Swedish central midfielder is heavily linked to #Trotters with a fee reportedly agreed between Norrköping & Bolton. How is transfer allowed post-Brexit & are Bolton in a position to make it?

Ceesay gets nowhere near a GBE, which is the system implemented to recommend work permits to the Home Office. He has played less than 60% of available mins over the last 12 months in Sweden's Allsvenskan which is only a Band 5 league. This means Ceesay has only 4 GBE points.

However, the ESC legislation brought in by The FA in 2023 means that all L1 clubs have 2 slots in their squad that can be used for non-domestic players who don't fulfil the GBE criteria, but do fulfil less stringent criteria. Ceesay's appearances in Allsvenskan hit that easily.

This won't be Bolton's first foray into ESC. They signed Szabolcs Schön under this legislation last summer & actually used him enough to get him converted out of their ESC slots. This means that Bolton still had 2 slots to use this summer, but it seems like Ceesay will take one.

It is ambitious recruitment tactics for Bolton, but Ceesay was on a contract that expired in Dec, so the fee would be lower. We have been advocating this type of recruitment as Bolton will be hoping for better value for money for this type of player than they can get domestically. It will be interesting to see if Bolton go again in the foreign market to fill their other ESC slot, and if so, where they target.

I’m not on X so don’t know what it was based on but it would be weird if he was spotted or mistakenly spotted and yet we did have interest? So I guess if you are right then all the reports are based off someone misidentifying him in a photo. Otherwise….

I don't think the rumour started with that. Rather, it seems like someone's heard his name and then confused Mark Isong with him in one of the club videos.

Why would he already be training with us prior to a deal being agreed? He's not going to have been on trial if there's a reasonably decent transfer fee involved.

Yeah I don’t know the sequencing but hadn’t heard of him till it was mentioned he’d been spotted in the pictures on here. Was there a link before that? If there was I’d not heard it.

The Twitter user says it’ll be a record fee. I’ve taken a brief look at record fees received by Rapid Vienna, they’re multi millions, in Euros admittedly but… :shock:

Or maybe we're after N'Mai as well? A dedicated winger for each wing. SS definitely seems to be thoroughly overhauling the squad. As has been noted before, he'll need to earn his money by shifting the players he doesn't want, especially if they don't want to be shifted.

Yes he looks to be a very similar type of winger to N'Mai, I think that he looks quite pacy & direct - I assume that the fee is less than what Salford wanted for N'Mai, unless this lad has just become available and the club think that he's a better player ?

Definitely looks more ‘modern winger’ to me than Ricardo yep. Cuts inside a lot if the clips are anything to go by. Less rangy. But has at least one the face of it ten times the end product Gardner had - because when he came Gardner was rapid but generally you don’t know where the ball would end up.

Hard to really base it off clips but the bits I saw he looks about the right sort for the system I think we will be playing.

Heard Salford wanted close to a million quid for N’Mai and I suspect we thought that valuation was a bit rich for someone so unproven. So imagine we moved on.
