I'm not in any way shape or form related to the council, have very little knowledge of them. I've no idea why the bin routines needed changing but the process is apparently very very tricky to get right and these things need reviewing. Nowadays everything is more complex since life as a whole is more complicated. The council have to work out the routes and I can bet its a million times harder than anyone on here imagines. Thats not to say they shouldn't get it right. But any new process will have its teething problems. And I suppose the brave binmen and women are all cooperative and none of them are "a bit thick" at all!

Interesting comments, Squire. I have. When I worked for BMBC Environmental Services Dept., the Wheeled Bin system was implemented. What I'd ask is - what's changed? And what needs to be factored in is the amount of self disposal that now takes place (ie recycling) However, same as ever, the unions can't seem to take this onboard! I know this point seems hard for you to grasp but the money to pay for the new centre IS TOTALLY unrelated to the annual pay budget the University has.
The University WILL NOT be able to say ok lets scrap that development and keep the 11M and use it to keep more staff on, because thats not how public sector budgets work. That money is more than likely made up of grants, ppi etc that can ONLY be used on infrastructure and possibly only used on sport and fitness etc. IF Bolton don't spend it the likelihood is it will go to a different university later down the line or be swallowed up completely.
You seem to be under the wrong impression that the public sector runs in the same way as the private sector and it simply isn't the case.
BUT IF you really want to go after employers getting rid of staff too easily or mistreating their workers I very strongly suggest you start with the PRIVATE sector.
I don't pay my council tax to private companies do I? Which bit do you fail to grasp that no matter where the money for these projects comes from the Uni, council. NHS will have to find funds to pay for it some where down the line! They may just be putting in place plans to suit their budget like most official departments do 3 years down the line

Hoboh the 11M WILL already have been budgeted for and accounted, it will either be money that the University has received through grants OR it will be PFI.
It may also be surplus but IMO thats very very very unlikely.
Universities are in the same boat as everyone else in current times, their funding will be cut.
Universities also operate on a very delicate balance of student numbers to pay and non-pay budgets. If numbers drop even slightly it can seriously effect their budgets. Thats why they are so competitive over attracting students and why they advertise.
As for you not paying "tax" to private companies, well you do, only indirectly. For example all of the services that public bodies contract out now thanks to Thatcher and proceeding govts. such as hospital cleaning (and many of these "companies" perform an inadequate service).
Thats the beauty of private industry hey? Take your tax indirectly, aren't constrained by any of the public sector rules or limitations, can do what they like, do a shoddy job and still at the end of the day, walk away with all your hard earned dosh. Only difference is, nobody has a go at em for it! Dream life eh?
