I thought the announcement was that things were to be made clearer in a new act of Parliament, not that the announcement itself was to make things clearer. 
It's difficult not to feel uncomfortable at language condoning 'sticking a knife' in someone though... if the Bill is not that graphic (and it won't be) I agree with Bish that it's not obvious how the current law might be changed to achieve the end being discussed.
