Yes and no. It's been a long time since I was in a job where some petty bureaucrat figued the way to effectively manage was to watch by the minute. In fact in the Civil Service about 30 years ago. I wasn't using it in any disciplinary.
Though I don't think he used the smoking breaks as a chance to think. More like chat up the secretary who also smoked. Not that I blame him for that like.

Are you allowed to smoke in offices at work in the UK? In Quebec (and many other jurisdictions) it is illegal to smoke indoors in any public area (i.e. you can only smoke in an enclosed space if it is a private house or your car). Nor can you smoke in a football stadium since you are too close to others. To smoke you have to outside and be 9 metres from any door. I used to smoke a pack a day. For years I smoked indoors in fugs which never bothered me. Now when someone lights up indoors illegally (or legally in the US) my eyes begin to water and, to be honest, it bothers me. Good for both of you. I have given up to a large extent - I may smoke about 10 a year that people offer. 1) The "we don't go out to the pub because of all the smoke" lobby. No, you don't go out to the pub, because you don't go out to pubs. No discernable increase in masses of folks who trotted out this line pre-ban.
2) The rules regarding smoking shelters. It discourages me not one jot, that you want to put me in a cold windy shelter, so how about allowing their construction in a manner that at least keeps me dry. Oh and when you trot out to the beer garden on that one hot Manchester summer's day, save yourself the trouble of sitting nearby coughing. Outside is where I can smoke and I've been there all winter.
