All Saint's Day is a very old Christian festival and is celebrated on 1 November. I believe that was not unrelated to pagan festivals covering the beginning of Winter. This was especially part of Celtic tradition.
The 'eve is tonight therefore. It was never a big deal celebration/activity in the UK, partly I guess due to Bonfire Night being the biggie.
The ludicrous rise of this commercial interpretation along the lines of the US model began in the UK about 20-25 years ago. I recall the energy put into it on the likes of Blue Peter and Susan Stranks (steady boy, steady). That wasn't unrelated to a drive to reduce local/small private bonfires and use of fireworks.

Bastards better not be knocking on my door. A bit late for this year, but I've been thinking of ways of dissuading them. Next year I'm going all Heston and going to make some vile tasting stuff and make it look like sweets. That'll stop them coming back, though the Americans'll probably not notice as their chocolate tastes like shit anyway.
