Experts have tweeted, and it seems you're right that there's two slots but (thankfully) wrong that Szabi hasn't done enough to move up to a full work permit.Prufrock wrote: ↑Mon Jun 30, 2025 9:43 amI think it's:

Jesper Ceesay x #Bolton Wanderers: The first League One ESC transfer of the summer?
The Swedish central midfielder is heavily linked to #Trotters with a fee reportedly agreed between Norrköping & Bolton. How is transfer allowed post-Brexit & are Bolton in a position to make it?
Ceesay gets nowhere near a GBE, which is the system implemented to recommend work permits to the Home Office. He has played less than 60% of available mins over the last 12 months in Sweden's Allsvenskan which is only a Band 5 league. This means Ceesay has only 4 GBE points.
However, the ESC legislation brought in by The FA in 2023 means that all L1 clubs have 2 slots in their squad that can be used for non-domestic players who don't fulfil the GBE criteria, but do fulfil less stringent criteria. Ceesay's appearances in Allsvenskan hit that easily.
This won't be Bolton's first foray into ESC. They signed Szabolcs Schön under this legislation last summer & actually used him enough to get him converted out of their ESC slots. This means that Bolton still had 2 slots to use this summer, but it seems like Ceesay will take one.
It is ambitious recruitment tactics for Bolton, but Ceesay was on a contract that expired in Dec, so the fee would be lower. We have been advocating this type of recruitment as Bolton will be hoping for better value for money for this type of player than they can get domestically. It will be interesting to see if Bolton go again in the foreign market to fill their other ESC slot, and if so, where they target.
