That generally requires the consent of the buying clubs. Nobody has bid yet, what exactly can we do? Nowt, other than try and offer him a new deal. 1) Nobody has enough interest to actually try and buy him.
2) Whoever is interested (and I'm assuming not Liverpool) want to get him on the cheap late in the window.
Either scenario, the best thing that could happen for us is if he signs a new deal, however unlikely that may be!

OC said there had been a number of enquiries (and he's also said there have been no bids).
It sort of suggests that people are interested, but not at the £17m (or whatever) that we're telling them it'll cost.
We could also hope that there's a compromise price somewhere too (if he's going to go), rather than us just hardballing for the full buy-out clause.

Could mean that. Or it could mean clubs have had a look at a few, and decided against Cahill. Could purely be a haggling game as you say, but as its August now, that can only end in tears for us if a new deal is absolutely out of the question.

I'm at a loss as to how you can rationalise out the position "we should have sold him in January".
Why not go one step further and add "for at least a billion ponds"?
Theres no difference between now and any other time. If no-ones bid for him, no-ones bid for him. Ultimately either someone will meet our asking price (and I'm sure there is a privately held lower threshold beyond which its pointless selling), we offer him a new contract, or he leaves at the end of the season.

Didnt Coyle say its nonsense Liverpool are looking at him? There's Liverpool and Arsenal after new CB and two CB that both teams are looking at seems to be Cahill and Dann. I dont klnow how good neither are tbh. For some reason Wenger has been a fan of Jagielka for a long time and prefer him to Cahill. Everton fans seem to think he's a level above Cahill.
