And before they're allowed to leave they have to pass a series of tests. Some theoretical, some practical (assessing their ability to interact socially) - don't want them automatically coming back.

England had it right, then it turned into the US. Big meals, more cars, less public transport, less activity. I understand the allure of the car, but pollution is real. Man made climate change is real. If you want to stick your head in the sand, that's fine. Put it in your passenger seat. You'll have plenty of time in your ever increasing traffic jams.
Wouldn't be any if kids walked to school buses were resticted to certain times of the day and cars and bikes given their own lanes, shopworkers worked nights unloading to half the HGV's on the road and trucks could do the national speed limit not the nanny state speed limit.
