So it's essentially a tax levied with the aim of influencing behaviour rather than just generating revenue. For example, if you tax a business on it's carbon emissions, (a negative externality) the idea would be that the business would aim to reduce those emissions in order to pay less tax. Angry may be a tad strong but has anyone else scratched their head when, after the National News at 6pm and there's a switch to local news the HD channel says "BBC One HD cannot yet show programmes from your area".
Which is fine, some things take time .... except the BBC One HD News is broadcast approximately 50 paces away from where the local BBC news for the North-West is broadcast.
Maybe it's me, but that just seems lazy.

I used a slightly more brutal approach - I squeezed like hell while the most nimble fingered lass in the office (she's got good eyesight too) fished it out with a needle and tweezers.
