A Pigovian tax (also spelled Pigouvian tax) is a tax levied on a market activity that generates negative externalities.
So it's essentially a tax levied with the aim of influencing behaviour rather than just generating revenue. For example, if you tax a business on it's carbon emissions, (a negative externality) the idea would be that the business would aim to reduce those emissions in order to pay less tax. Notice also that beers seem to gradually be getting weaker over time (Stella has gone from 5.2% to 4.8% over the last few years) to save on duties.

Angry may be a tad strong but has anyone else scratched their head when, after the National News at 6pm and there's a switch to local news the HD channel says "BBC One HD cannot yet show programmes from your area".

Which is fine, some things take time .... except the BBC One HD News is broadcast approximately 50 paces away from where the local BBC news for the North-West is broadcast.

Maybe it's me, but that just seems lazy. :conf: :conf:

The spaces I can cope with using any of my other nine none typing fingers (as Bobo understands only too well). It's the letters that hurt. The spaces are painless.

I used a slightly more brutal approach - I squeezed like hell while the most nimble fingered lass in the office (she's got good eyesight too) fished it out with a needle and tweezers. She harpooned it on about the fifth go just as I was about to give up. It still throbs a bit but is not as sensitive when I type.

I don't think I can describe how annoyed I am about this especially as I know a train driver who has had someone commit suicide under his train. I sympathise with your train driver friend, but don't you suspect some video editing might, just might have been involved with this?
