Are we absolutely sure about that, mate. My understanding is that the kicker can't even touch the rebound unless the keeper (an opposing player) has touched it first. It's the same as any dead-ball. Once it's taken the kicker can't touch it again until someone else does. There Messi took it and Suarez nipped in and stuck it in. Yeah, Pires tried to do it to Henry, cocked it up and touched it again. Danny Mills nearly had an aneurysm.
There used to be rules that it didn't count as taken unless the ball moved one full revolution, and that a penalty ended once the ball stopped moving forwards (so in a penalty shoot-out, if it hits the post, comes out hits the keepers back and goes in it shouldn't count, as the ball has stopped moving forwards once it hits the post). Not sure if they still apply though.
