the crossbar:

• the ball touches either or both of the goalposts and/or the crossbar and/or
the goalkeeper


The referee decides when a penalty kick has been completed.

Nor I. To the best of my understanding the only difference between the scenarios is that you can't score from the rebound in a penalty shoot-out.
