There's a book I read about all this malarky that I've mentioned on here before. It's titled You Can Get Arrested for That. Basically, these two guys from down south drive around America breaking all these daft laws. Not a bad read, but they didn't offer up any explanations as to why these laws were brought in in the first place.

Not sure if Nova Scotia scrapped it's British law which offered I think up to 50 pounds for any Micmac Indian scalp. It was still in effect as of a few years ago.
