in its strictest sense, "decimated" is losing 1 in 10 - so we have surpassed that

and having surpassed that - we are "at least" that - we are decimated and more - so he is quite right!

(apart from that - "decimated" simply means severely reduced nowadaysm whether you like it or not!)
