Frings has retired, so that's free'd a place up. I thought Earnshaw may have been it, but been advised reliably that he ain't.

Indeed, it seems Earnshaw is not taking a DP place. I would still think he'll be on $200,000+ (we won't know until the salary figured are released some time next month) which would still be a decent chunk out of the salary cap, making it more difficult to sign anyone as a DP.

It's nicknamed the "Beckham Rule" as Beckham was the first DP and really the primary motivation for the salary cap exemption. Basically it was created so that MLS could attract players on high wages who would increase interest in the league.

I'm actually unsure how much playing time he would get. Koevermans is apparently finally back in training and his scoring record in MLS is better than a goal every 2 games. Earnshaw is off to a good start and they drafted a highly regarded forward, Emery Welshman, who fits in with the Canadian identity they are trying to cultivate.
