It's a fabulously concise, stirring, and well-pitched call to arms/ ode to America.

Perhaps you are thinking of James Stewart in Mr. Smith goes to Washington. Here Stewart had a long talk with Lincoln, sitting silently in his memorial, to renew his faith in the Constitution before going to Senate to deliver a filibuster. Stewart collapsed at the end of the filibuster.

In the real world Strom Thurmond holds the record for the longest filibuster and he died of heart failure. There was, however, some 46 years between the two events.
