If it was Scotland to England I reckon it would be a complete non starter.
The argument here is that of course it is all the same league as Cardiff play in the English league. So I suspect it will happen after some wrangling with FIFA.

Only way to sort this out is to kick the Welsh clubs out to their own league. That way they'd have shitter players and we wouldn't be loaning them...for at least this season

I'm not having that Cardiff, Swansea (when lower league) Wrexham and Newport County have never had a loan from an English team in this window!
