I think you may have misread the article (now there's a surprise). Czech Republic and Hungary are different countries.

Tesco employs about 13,500 people in the Czech Republic, where it has more than 200 stores. A spokesman for Tesco said the affected staff would be offered roles in nearby stores where possible. “Any colleagues leaving Tesco will be paid full redundancy in line with Czech legislation and will also receive a pay reward,” he said.

At the start of this week, Tesco confirmed plans to close 13 shops in Hungary – where it is the country’s third biggest employer – in a bid to “secure the long-term future and profitability” of the chain. In Hungary, Tesco and other major retailers have been hurt by a steep rise in food inspection costs and a new law that would force the closure of loss-making chains after two successive years in the red.

I'd been given an offer by the insurance company (which arrived in the post yesterday) which I thought, after actually talking to the loss adjuster prior to the offer, to be derisory. I telephoned them back this morning and after casually mentioning the ombudsman in passing, they instantly revised the figure upwards by a factor of ~50%. Having ascertained that the telephone call was being recorded, I pointed out that they (the Insurance company) were obviously trying to rip me off and the demonstration of said fact was in the instantaneous way that she (the woman on the other end of the phone) must have had a range of figures in front of her with specific triggers to which differing amounts would be offered to me depending upon which triggers I stumbled upon.
At this point the woman voluntarily (and rather hastily) passed me on to her supervisor, who in turn, after a ten minute conversation with me, said she'd get her boss to ring me back.
He's just rung and I've now accepted over double what I was first offered, plus the car is mine.
Just goes to show what a little bit of intransigence can get you.
