Didn’t Evatt mention something after Randy signed about wanting to get players who could go past an opponent in the final third (or have I just made that up)?
Borges certainly fits that bill with his electric pace and dribbling ability.
There was also this tweet (now deleted) from a Portuguese journalist which supposedly translates as:
“Rumours here in Sintra, Portugal, hometown of Carlos Burges, which there is a probabal loan transfer to Bolton Wanderers until the end of the season. There are talks between the clubs but City are unsure about the physicality of the league with him being under 19”

Watching YouTube highlights of this Borges lad, he doesn’t look at all ready to play as a striker in League One. He’s fast as feck, but looks small and seems to always be playing out wide.

He is small, but when is the video you're watching from?
I'd not seen him live since before lockdown until recently and he's bulked up quite a bit.
It absolutely would be a baptism of fire for him going from youth football into League One, but if we are after him you have to trust that the assessment work has been done and we think he can adjust. I've certainly not seen enough of him to make my own call on that one, so I'll trust the staff.

City are smart operators, so I’m sure wouldn’t be sending him to us unless they were confident he’d succeed here.

Well, the tweet claims that's the hold up. If we want him we have to hope they decide it's worth the risk, because I'd rather Evatt gets his man than doesn't.
If someone had asked me yesterday whether he'd be what we need I'd have said no, but I'm open to seeing what goes on. This is another one where I'd like to be wrong.

Bristol Rovers was the most persistent one.
*edit* Regarding ambitions not matching interest, that could be seen as inevitable when you sign players and tell them they're on a journey to the Prem, then later that they're not good enough to start for your League One side. Probably a tad confusing for a lad.
