It is indeed, but to quote the good folk of Websters Online Dictionary:

"The most common form of oxymoron involves an adjective-noun combination"

Quality (adjective) Mascot (noun).
Proper definition of an oxymoron is 'something which is surprisingly true, a paradox'. Yes they are most commonly adjective/noun combos but the point picked up on is the 'surprisingly true' part. Your point seemed to be that the mascot was in fact not quality, and that 'mascots' and 'quality' are mutually exclusive, thus making it a contradiction. An oxymoron is more specific than that. An example of a noun/adjective one would be 'original copy', or 'extremely average'. Both include words which are contradictory to each other, but make sense.
