As I say the key for me is directly or indirectly. If they're using an indirect figure, I'll wager it gets smashed out of the water by plenty others.

He fibbed, but only slightly. It is now the fourth largest employer as a company but was indeed third until very recently. Top 5 as of last year were:
1) Wal-mart: 2,100,000
2) Indian Railways: 1,632,659
3) CNCP (Chinese National Petroleum Organisation): 1,629,992
4) NHS: 1,626,000
5) China State Grid Corp: 1,533,800
If you include armies in the mix then the PLA is still the biggest employer in the world with 2,255,000 members. To put that into comparison the next biggest army on the planet, the Indian Army, has nearly a million fewer with 1,325,000. The Yanks can barely muster half a million.

The NHS is a large employer and its size and the kind of service it is (being available everywhere 24/7) will always allow people to use the inefficiency charge.
but making that charge - and its big sister the "wasteful bureaucracy" charge isn't really an argument in favour of any of the changes currently on the table...
according to Colin Leys and Stewart Player, 2011. The Plot Against the NHS. Merlin Press, Pontypool. (a report that castigates all recent UK govts for undermining the NHS)...
In the US, administration swallows one third of health spending.
in the UK - largely as a result of John Major's implementation of the internal market - it rose from 3% to 14% of the total spend in the decade up to 2003.
but making that charge - and its big sister the "wasteful bureaucracy" charge isn't really an argument in favour of any of the changes currently on the table...

Personally, seeing the 5hite the Police have to deal with on a daily basis, I'm more than happy to contribute to them retiring with a decent, even generous, pension.
