yeah, you cant blame other teams thinking cahill will not sign a new contract and we can wait to the last week of august and offer them something like 8-10 million and they wont have a choice but to sell him or lose him for free. It seems like we need to sell him in order to get money for transfers this window, so that's not really an option. Plus, after all the quotes coming out of OC he's probably going to want away now and wouldn't sign a contract if we offered it to him.
The catch 22 is that we've been open to selling him for ages now but we want to do it when we have enough time to get replacements/other players. The teams that will probably spend the big bucks will probably only buy for big bucks near the end of the window, so we don't like that as it gives us no time to spend the money.
For the player himself it's a win-win. If he's not sold this window he can hold us to ransom for a better contract or go for a free and get a better contract.
It's awkward for our other central defenders. Is Cahill on the plane to the USA?

I wonder if you'd apply that logic to Fabregas (who is desperate to leave) 30M- max. And Samir Nasri (last year of contract) 20M- max.

He was under par last year and is desperate to leave for (and only for) Barcelona.
Barcelona could put in a 20M offer, City a 60M offer. Arsenal can accept the City one all the like, Fabregas is just going to keep rejecting any other club's approach until he gets the move he wants to Barca.
His situation is even worse than only having a player with one year left, because he's made it quite clear he's only going to one other club. However much you get from that transfer depends on what Barca feel like offering you, not how many years he has left.

Not actually grammatically correct Puskas. Or rather using the plural isn't incorrect. There is a term I forget for singular nouns taking plural verbs when the refer to groups of people or things.
