I think the contract that Bombardier didn't get went to Siemens in Germany, if I remember correctly.

Correct GtE. The tender for the railway carriages for Britain was won by Seimans. So are to be built by the Germans in Germany, rather than by Canadians in Britain.

It would have been illegal under EU rules for the Govt. to interfere .... though that didn't suit anyone to take into account.

They have a very large facility near me (King's Heath, Northampton) which services the London Midland Desiro fleet. I don't think they assemble any trains here though.

You didn't answer my question. Irrespective of whether Siemens can make these carriages in Britain and ignoring the fact that shortly after losing the tender Bombardier landed the biggest contract in their history (which they would likely not have done had they been succesful in the first place) What makes Siemens a Johnny Foreigner firm and Bombardier not?
